Build a Website

I have a website I would like replicated with a few additions and changes. The website will be used to manage assignments received from clients. The website will need to provide mapping capabilities as well as varying user roles and permissions. I would like this web application to be developed in either Ruby on Rails or [login to view URL] and TDD is preferred. The application needs to have a robust API so assignments can be sent to the application from external sources and consumed within the application. Robust reporting will need to be developed as well. The application should have the capability of having subdomains for different clients (i.e. [login to view URL] and [login to view URL]) to differentiate the client's systems. I would like the application to be "modular" meaning if the client only wants or needs to use certain portions of the application, they will not be forced to see everything. I would like a protoype developed within 30 days with the possibility of ongoing work for future enhancements. I expect there to be questions. Please do not respond with a simple "this is something we can do". I want to know if you have experience developing extensive web applications using the platforms I mentioned. A URL of the website I would like to have cloned can be provided upon request.
