CD-Rom Auto Run Project

I am looking for someone to write a simple software that can be burnt to CD-ROm and run on ALL computers. It needs to bring up a screen when the user inserts the CD that directs them to click a button. THis will take them to our website where they can register a product. At the moment it can be one simple program and we can expand it later. We also want users to send us a head and sholder photo it a specific size and format and want to have a tool that the user can do online for this job. Please let me know your bids for each seperatly, Also want long term person to work with and designer of litearture and brochures, BEst David
