A twitter managment site

I’m looking for someone to design a site with the same functionality as [login to view URL] using the twitter API just a newer web 2.0 design. I love their tweet scheduler, auto follow based on who someone follows or what they say, but the part where you can manage your followers never seems to work, so if that could be made to work, that would be great, maybe if it was just a simple script that would un-follow everyone that doesn't follow you. I an decent with HTML, so I can modify the lay out and everything to my own liking, and I can so all graphical design work for it. The new web site will work with pay-pal to hand the subscriptions. I would like to be able to expand it in the future to add additional features in the future. If you have any questions please send me a pm.
