Database Import for Zend Framework App

I need someone with knowledge of sites built using zend framework. I have a CSV database of 100K records I want to import into my web directory. Fields include Name, description, city, state, zip code, phone number, and few other supporting fields. My website uses a directory module and it needs to be populated with data. There is an import tool but very limited. You can write a php script and get done fast. Once the records are imported, I need you to organize the data by 50 states so the user can navigate to the listing by state >city > listing etc or using search box which is part of the directory module. PHP, LAMP, ZEN Framework and jquery are a must! I would like to get started right away. Thanks
