Angularjs + Parse data + web/ios/android + bootstrap

I have an application that I want to build in AngularJS and Parse (using parse's js data for data storage). It is a simple app where we have a number of contests, people can enter contests, vote on the submissions, and share. The app needs to work across platforms 1) ios, android phones, 2) ios, android tablets, 3) web Its a web app (bootstrap responsive based design). The app must be unit and end-to-end tested and all code commented with a high-level of detail.
