CakePHP - New Header and Footer (PSD / AI Provided)

New header and footer for the site [login to view URL] developed in CakePHP, Javascript and CSS. The graphics are in the attachments. These will be provided as Adobe Illustrator files. All urls will also be provided. These should be controlled in two config files, one for header, one for footer. This will be implemented on a sub domain [login to view URL] first, then live on the site. The main component is the animation. If you go to [login to view URL] and hover over EXPLORE you will see the drop-down effect that is required. The whole page shifts down. Also the timing is perfect. This is what is required. Please advise your best time to complete this. I would like this completed in 3 days if possible, by Monday. Thank you and good luck!
