Convert an image into a hover object to embedded on a homepage

We have an image of the state divided into regions. Each region will be one of two shades of blue until hovered when I changes to a grey - and the text describing each region (i.e. NORTH, SOUTH, EAST, WEST) will change from white to black. These regions will also need to be hyperlinks to designated URL's as well. I have attached a screen capture of the design work done, and will be providing a vector file of the image and its constituents to the awarded freelancer. We could do this internally but are trialling the outsourcing model, and would be interested in finding good web dev's with clean code to work with on an ongoing basis.
