I can help you with that. The Google script will run using a time driven trigger. It will convert the Excel file into a temporary Google spreadsheet. Then compare the produced spreadsheet with the old spreadsheet you have. If new rows with new ids are added, it will add them to the original Google spreadsheet. After that the temporary spreadsheet will be removed. Then the email will be sent, it will contain the new rows added if there are any!
