Implement CMS Solution and Migrate content to New Web Design

Seeking a talented designer with experience building websites and working with existing websites undergoing html and cms changes. We have a large website that is getting a facelift and we currently do not have a CMS solution. Our current site has a perl backend (that is not involved with content management) with a static template that is managed through virtual server side include tags. The website has a perl backend with scripts that will need to be integrated into the new design, but they do not control look and feel and work fine with the current html template so they can be integrated easily. We have a development area set up at [login to view URL] with all the same pages and file structure of the existing website. Login information can be provided upon request. We have a PSD that was created and converted to html with templates in bootstrap CSS that can be used on the new site. The Designer will have to do a number of things ranging from manipulating the CSS and Design to fit the existing content to possibly developing new pages for look and feel adjustments. All the content on the current site will need to be moved over to the new design keeping meta data in tact, small tweaks in text breaks and paragraph breaks might need to be made to ensure all content looks good. Forms will need to be moved and possibly redesigned for enhanced look and feel. Designers and coders with experience moving many pages of content, implementing new CMS solutions are needed. We are looking for a designer to take this from beginning to end with all the needed changes required and we are looking for a designer with high integrity and has the availability to start right away and work straight through to completion of this project.
