report based on criteria from text file or pdf

The attached file contain a few images of an 18 page report. I can export the report to a PDF or a text file (I'll need some help if you want a text file). I need an application that will import the data from a PDF or text file, filter that data based on criteria, and then display only the exceptions to certain rules. My goal is to turn the original 18 pages into a new 1 or 2 page report that only displays the exceptions to the rules. For example most patients that are an MM 8 (3rd and 4th columns) would have 4 service codes (service codes are 7th column) per account number (2nd column). The combination of codes vary. The data also contains lines of text such as "the maximum date for treatment has passed." These lines are also involved in the criteria. Again, I know it is slightly confusing so please take a look at the images. The reports will need to be sorted by DOC (its a number field) then the client account number (just like the pictures). I'll also need a count of the dots (periods) located just to the left of the service codes. If your application wants to import a text file and not a PDF then I'll need help with the print driver settings. I am having trouble because the 18 pages of data is 132 charactors wide and when I print to a file it crops some of the data on the right side of the report. I'm using the microsoft generic print driver and I made some changes to the driver settings, but its still getting cut off. I also noticed that the text had some extra line feeds and such.
