I have experience of attempting a chess engine in verilog. So it is possible for me to implement the "artificial intelligence" needed for tic-tac-toe. Though you have not specifically mentioned it, I guess you need a synthesizable design and not just some verilog code that runs like any other programming language. Please let me know if you want to just simulate the design or would like to run it on FPGA (and probably connect to a PC?) because you need some user interaction to play the game.
