I would need a software developer who would be able to make a software which copies data from a excel file to a web form but doesn't submit the form. Someone with who knowledge of data platforms or data entry would be considered as a plus point.

I would suggest a C# Desktop Application which will directly access the Excel/CSV file and read the needed cells to then fill them in the Webbrowser Control which is built-in in the application delivered. Alternative browser also possible using Win32 APIs to fill in. If possible and after discussing it would maybe even be possible to do a full GET/POST approach. But here for we would need to talk so I have a overview of what exactly needs to be done and then I can even maybe suggest a even better solution.
