C# windows form or webform ALPR (Automatic License Plate Recognition) LATIN AMERICA

Looking for License Plate Recognition (LPR) system include:- 1.) Continous video stream (Software should supports rtsp and mjpeg video streaming)and can add as many as cameras we want. {i know we cant proccess more than 8 cameras in a normal laptop}. 2.) SQL Server database. 2.) Captures the license plate and the picture to the vehicule (the picture cannot save in the database, example repository folder) and export the datelist to the database (plate number,time,camera name...etc). 4.) Matches the string(Plate Numbers) to stored license plates in database (if the plate added before to black list or not) give notification if available. 5.) able to chose the dll Engine manual to do the process. (for example if we need to use another engine in future){im not sure if that is possible } 6.) when Camera disconnected try reconnected every 10 sec.(and should give notification). 7.) automatic startup with windows startup and try to connect with available cameras after connected start proccess automaticly . 8.) able to make a rectangles on the videos to proccess only the rectangle space . 9.) able to add condition manual (for example : if software found (Plate number:1 3 times in last 1 hour) give notification . 10.)Search for numbers (start with: , end with, equale:, with chosen date. ) 11.)Multi user login with multi permetion . 12.)Clean and modern design for interface. 13.) method of payment 10% to start and the rest to finish (to finish need a demo to approved ). 14) Argentina,Chile, Peru,Brazil,Bolivia License Recognition. Note: Should be write in C# and provide clean,clear source code.
