ZERO competition keyword ranking from 4 to 1 needed!

Hello Freelancers, I have 4 keywords that I have ranking between 3-6 on Google. I need one of them to go first position, and the rest of them to be at least in 2nd (Should be automatically done if the first large keyword as first place is accomplished). The main keyword is currently 4th position (was 3 few days ago). The first position websites have a page rank of 0 and does not have a lot of backlinks. If you are interested, please send me a PM with your experience. My budget is between 30-40 dollars (Any higher bids will be automatically disregarded). Also, please write how long it will take for this to happen. I am interested in people that can KEEP IT at rank 1. We can talk about it maybe after and do a monthly payment type thing to keep it at rank 1 for 15 dollars/month or something.
