Hello!
I came across your project today and I thought that I could contribute to it since I've been working with Ruby on Rails for about 7 years now.
I can create a question set that will have a combination of practical problems and a few theory-based questions. This is a good match in case you need a single question set that evaluates a user's level of familiarity with RoR.
If however you want to set a question paper keeping in mind a specific level of expertise only (beginner, intermediate, expert) I would customise the set accordingly.
I would like to hear more about the project so that I can create a better question paper. Please contact me if you have any questions and I'll try my best to answer them.
Thank you.
