Gender Assessment study and formulate a Gender Action Plan for the programme viz. Financing Mitigation & Adaptation projects in MSMEs, in light of its targeted sectors.

1. OBJECTIVE The objective of the assignment is to undertake Gender Assessment study and formulate a Gender Action Plan for the programme viz. Financing Mitigation & Adaptation projects in MSMEs, in light of its targeted sectors. The projects in MSMEs would be around Energy Efficiency, Technology Upgradation, Renewable Energy including Solar projects, Water, Wastewater, Innovative Technologies etc. 2. SCOPE OF WORK The assessment shall cover the following activities: ⮚ Assessment of general social baseline conditions in India as well as focused interventions that are in practice for the Key MSME sectors , from a gender perspective; ⮚ Assessment of relevant issues like gender-gap, inequality, gender-specific vulnerabilities (with respect to climate change adaptation, and social, socio-economic, technical capacity, and resource access etc.) shall be undertaken based on relevant secondary literature and published research. ⮚ Formulation of a Gender Action Plan (GAP) for the programme containing recommended strategies and actions, supported by Key Performance Indicators, Monitoring Indicators, Timelines, etc. in line with (a) Green Climate Fund’s (GCF’s) Gender Policy; (b) Gender Analysis / Assessment; (c) Gender and Social Inclusion Action Plan Templates. The GAP should include, but not limiting to: o Guidelines to programme to integrate gender concerns while evaluating potential investments; o Strategies for promoting gender equality in investments at sub-project level, o Analysis of gender linked issues and women’s and men’s participation, and o Monitoring and reporting on gender outcomes, ⮚ The consultant, in addition to the impacts of the project, must identify positive co-benefit – with an associated indicator, and baseline and target values, disaggregated for men and women covering following areas: ● Economic co-benefits, such as the creation of jobs, poverty alleviation and enhancement of income and financial inclusion, especially among women ● Social co-benefits, such as improvements in health and safety, Livelihood, access to education, cultural preservation, improved access to energy, social inclusion, improved sanitation facilities and improved quality of and access to other public utilities such as water supply ● Gender empowerment co-benefits outlining how the project will reduce gender inequalities In order to achieve the above mentioned scope, the consultant shall consider. o Broad stakeholder consultation o Gender Analysis/Assessment guided by GCF Guidance Note 3. Duration: Twelve weeks from the start of work 4. Qualification: Post-Graduation in Social Science or eq. with min. 10 years of experience. Experience in MSME sectors related to Social management / compliance, policy level including legal framework.
