Move the data up in the sqlite database...

I need some help with my database project. I am trying to move up the data into the database when I'm using one value from the variable, but the value will not add up to each value to update in the database. There is a small problem with my code I believe. I hope you can fix it for a very small fee something is like $5-$10 if it is possible.
