Create a plugin for Prestashop

We are an agency specialising in Magento, and now we have a customer with a Prestashop store. The client, a B2B store selling to distributors, wants to implement a functionality to display custom prices in the store. This project is to develop a plugin to let the distributors edit price rules in the customer area in the frontend. The specification is in the attached file, please ask any questions you may have. We are looking for a competent Prestashop developer for long time work. We ask for quality work and responsiveness. As a measure of my expectations, if I were to develop this module for Magento, or as a standalone program, I estimate it would take me about 10 hours time. If you bid, please read this intro and the specs before, I don't consider bidders who have not taken the time to read what I want.
