Write Simple PHP API | Fix 250 INR

Hi ! I want make two simple PHP API for android application. 1) I want one API which will get email as $GET and will check in tbl_user for that user. If there email exist in table....it will return user id in json. if there no any email located in table....it will add that email in tbl_user and will return user id in json. 2) I want one API which will get userid and quoteid from $GET and will check if there same quoteid located with userid or not. if not it will add and if added it will remove that row from table. Note : I have API ready which is written in PDO and I do not want continue with it. I need in simple and latest way mysqli query instead complicated codes. If you have read, understood and ready to do in this budget, let you write " I want do " so I can give you database structure and you can complete task. Thanks
