Need an experienced developer to create a "shirt designing" tool (application) that can be installed on an existing website as quickly as possible.

Hello: I am looking for a developer to create an online “shirt designing” app that will be installed on two of our existing websites. One of the websites was created using WordPress and the other was created using Microsoft FrontPage. To minimize the time and cost to complete the project, the developer must already have experience creating a “shirt designing” tool. An example of the developer’s completed design app should be available for viewing, and also included in the developer’s portfolio. The developer is expected to create and install a “shirt designing” tool that starts with either a basic polo shirt template or a basic button-down template (customer choice) and ends with a fully designed shirt that can be added to the website’s cart. At the completion of the project, the developer is required to provide written instructions that detail how we can make “ongoing” adjustments and changes to the “shirt designing” tool, i.e. how to add, to delete, or to change colors, patterns, images, shirt templates and other application variables. The “shirt designing” tool should have functionality similar to the app found at [login to view URL] The completed and installed product should work with all major browsers and be void of any internet or online security concerns. To assist the developer in quoting the project, some additional design information is provided below: The app needs to design only two (2) shirt styles… a polo shirt and a button-down shirt. To minimize the cost and time for the project, our graphic designers will provide all of the artwork needed for the design tool. The tool should offer the customer the choice of selecting one of 25 different shirt design patterns for the shirt style initially selected (polo and button-down). The 25 patterns will be the same for both shirt styles. Only the templates will be different. We will provide the artwork for the 25 design patterns and the templates. The tool should also allow the customer to select 20 different fonts (upper/lower case) throughout the designing process. We will provide the TrueType font files. The app must also include a library of 30-50 clipart images that the customer can select and use in the designing/decorating process. We will provide all of the images (vectorized). A color chart consisting of 30 colors should be included in the tool and available for use by the customer throughout the designing process. We will provide the color chart. Any suggestions by the developer are certainly welcomed and appreciated. If the developer has a “shirt designing” tool that he/she would like to suggest to be used that differs from the one noted in the link above, that is fine. It is critical to note that both the completion time and the total cost of the project are very important considerations. The application needs to be successfully designed, installed, and tested as soon as possible. For consideration, the developer must provide (1) the number of hours required to complete the project, (2) the total project cost and (3) a link to a website that is using a “shirt designing” app that the developer created.
