Load balancing (Server Optimisation) -- 2

Hi. I currently have a web application (which is built on PHP and MY SQL database) that keeps going over on quota. This is the message I keep getting “has exceeded the notification threshold (90) for CPU Usage by averaging 347.7% for the last 2 hours.” Even when I update my server package. Our website get a fair number of high traffic and our web application has to generate a report for each user after registration. I want our servers to work faster and also manage the load and this is what im looking for. I need help load balancing and whatever else you can recommend which we can afford to solve our problem. If you are AWS (amazon web services) approved im looking to even move my hosting to aws architecture to ensure maximum safety ,best practises and do perfect load balancing and autoscaling of my project so i can have maximum benefit from my web application on aws cost saving and 100% fast uptime
