Excel to *arff conversion

I need a small and very simple sistem where I will upload files in Excel and convert it to *arff. Step1: I need to choose which attibutes I want to convert to arff (I don't need for example all 99 attributes, I want to select only 10, 12, 30 attributes which will be converted to *arff and then used in Weka). (The attributes are in the 3rd row in the Excel file.) Step2: Then from the attributes selected I need to covert only the lines with completed information, the rows with at least 1 empty cell must be deleted and work only with the attributes with completed rows. Step3: should be obtained an *arff file with the information converted from Excel I will attach below the file in Excel that I need to convert. You can use Java, PHP, or other programming language. If you analyse the Excel file attached bellow and all the pages in that document probably you will understand better what I've said. Also I've attached the example of the file already converted by hand in arff. But I have no time to write all the information by hand in arff, I need to try to work with different attributes in order to see the differencesm that's why I need a script for converting the document.
