Build a Website billing system

Create the billing system for my website I have one table where in user id & its password is maintained. There will be 2 additional column added i.e. Valid From & Valid To. Whenever user register by default 1 month free access will be given i.e. valid from & valid to date will be updated. After expiry of validity on login they should be intimated that there validity for login is expired & they should be directed to do payment first. After successful payment there validity should be extended immediately i database table. Payment method to be considered are debit card, credit card ( Master Visa card) & paypal. Reminder message to be sent to the users on their Cell before expiry of login validity ( 5 days before expiry). There are 3 type of the login So If login is type of 1 then charges per month will be USD 1, if login type is 2 then then charges per month will be USD 2 & if login type is 3 then then charges per month will be USD 3. Invoice should be displayed to the user before making payment. User should be able to make more payment so he can select for 1 month to 12 months and accordingly can make payment. After making payment invoice should be mailed to users mail address with confirmation they we have received payment till _____________ Date & for the same message to b triggered to their mobile. This project need to be completed in 15 days from the start. Experienced person who have developed such functionality is required
