Build a reward site from scratch

I need a web developer that can make a feature rich reward site which compensates members when they complete designated actions on the site. The actions of the members will be completing surveys, signing up for offers, etc - through various advertisers which will require postback integration and connections with my partner accounts. They will be rewarded with site currency. Site will need security features, financial processing, member management and various little specifications for admin to alter and edit the site. Other random features not limited to: chat, ticker, game section, and more. I really want this to be a user-friendly, fun and attractive place where people can actually make some money. It will be very catered to members. If you cannot do complete site design on front end, I can get someone else to make it pretty but I primarily need the site built. After project is to my satisfaction, I would like to keep you on hand to add features over. I will give more details during private discussion. Please feel free to ask me any questions as well.
