build a publisher, advertiser website for me

here is my reference website [login to view URL] so basically they ask the people who have good social media following to register with them. once that person registers and starts sending his traffic to their website, then viral9 pays him back on basis of traffic derived from social media. now i am looking for people who already have some kind of experience in developing similar websites. i would be only replying people who mention if they have developed similar websites.
