PHP work and retemplate

I need to have features added to a script and to also have the script re-templated with a supplied bootstrap theme. 1. Re-template script with supplied bootstrap template. 2. Add billing per project (price controlled by admin). Only project managers get charged. 3. Add multiple clients per project. 4. Email clients and project managers anytime new messages or project updates are made. 5. Add account management page for project managers, admins, clients. Manage billing, avatars, email address, password, etc. 6. Managers and clients can use avatars with account profile.
