Desktop Notification Software

Good day Thank-you for taking the time to read my proposal! I'm not sure why the other bids are so high, this is not a difficult project for an experienced developer. I can have the program launch automatically with windows and run in the background (the user will be completely unaware of it). Periodically it will check if you have sent an ad to it and then pop up. I do have a few questions though... 1. The program will obviously have to be installed on the computer by the user... so he is aware of it? 2. How do you want to "send" an ad to the software? I do have some recommendations but if you have a system in place please let me know. I'm available to start immediately and have it finished this week. Hi, I'm an experienced C# developer having vast experience of .Net technologies like WPF, WinForm, WinRt, VSTO development and Windows phone. I have developed plugin for Outlook and Word. For your project, i will develop Window Service which will run on backend, it will listen for adds and once received it will then popup those ads. How it will interact with the ads? Rest calls ?

i will bring over 20 years experience developing applications of this type. I am proposing a Client/Server application where the Server is responsible for Ad Management and Routing and the Client Component does the display. i will develop this system using VB.Net.
