Design & Build Time Logging Software

Hello, I am looking for some one to build some Time Logging Software, I am not looking for any one to wast my time, you must be able to build this software in less than a few hours. I would ask that this is a downloadable application for windows, the user must be able to download this and accept updates to the software when a later release is issued. The application must track time against a task. This would work in the following way. The user is given a task name for example "Build A Website" this task can be then given a value this value is per hour so Build A Website @ £15.00 per hour. The user than can see a stop watch counting up from 00:00:00 and a fee clock counting up from £0.00. the fee clock must work based on the hour fee but bill per second. The above will be tracked against the task and logged in a data base that the user can see so they can create a bill from this. Not only will; you build the software but design the look as well. The first part of this (the above) must be done for no more than £50.00 ) there will be ongoing work for any developer that can build the above on the above terms. The design and software will be owned by us. The software must be compatible with all windows laptops,desktops.
