Cretea joomla module to edit txt files

Hello I need to create joomla module for admin. This module must scan desired folder for image files and create txt files with same names in a same folder. Then from admin panel user msut be able to add links to each txt file via input fields. If user types in input field http://freelancer.com result in txt file must look like this. two lines link=http://freelancer.com target=_blank I know that there are ready functions like glob to scan folders in php and so on so I know how difficult is to make this module so please offer real price.
