Convert a Responsive HTML into OpenCart Template

I have HTML code for an Open cart store and wish to get it developed as theme. HTML design is responsive and quite clean and generic. My own team is working on the store as well but due to other projects working simultaneously i am posting here just to make sure that we deliver the project on time. we have 2 pages with design (homepage and listings page )which needed to be used as a main source of layout for all the pages. i need this to be complete by 24 Feb 2015 so those who are working on other projects should not bid on it. we need to set up vendor system in opencart using its own settings and need to add one auction module which will be provided us once theme has been developed.
