Build API Using Laravel Framework & Socket.io

Hi, I need someone to develop an API for a website where users are able to send POST requests of images and receive responses. The POSTed image's location, image ID and necessary information will be stored in a MySQL table. The image ID will be our server's response from this POST request. The images would then be displayed to specific users in the user dashboard using their session ID from socket.io. We will have a MySQL table of active users and with their [login to view URL] session IDs for us to display the images to specific users that are online. The user will then give us a response through their dashboard which will be saved in a table. The users who POST the image to us will then be able to send us a GET request with the image ID they received when they POSTed the image and the necessary response will be queried by us and sent back to them. This project isn't too big and I'm able to provide a clear outline for every aspect of the project to you. The description given in this post is very rough. I have a 6 page document outlining every aspect of the project including the routes, controllers and MySQL databases that need to be created.
