Update functionality on a PHP website (requires PHP, SOAP and OAuth understanding)(repost)

**Background:** The project involves upgrading an existing PHP website. It is a **fully functional** website that uses SOAP for domain management. The users of this service can load data onto their individual websites through this tool. ***The infrastructure for doing so has been completely made and works 100% - you will NOT be required to build that***. All what is needed are some necessary updations to (a) how this website authenticates users and (b) increasing the functionality of this site by providing additional operations that can be performed on the user's websites. **Skillsets needed:** * PHP * SOAP * OAuth (essential for Item 1) * MySQL * Basic understanding of DNS records a positive, but not essential Scope: The following upgradations are needed.
