Limit number of mp3 downloads on music download site

Currently members of our download site can download unlimited mp3 tracks for $24.99 a month
I need to set a limit of 60 songs per $24.99 payment.
If they would like to download more, they can pay another $9.99 for 25 downloads, or 24.99 for 60 downloads.
When a user logs in, they already see their plan information. I'd like to add the number of downloads left on that screen as well.
Every song or album downloaded is tracked in a mysql table with the user information. Site is built in php.
