I'd already developed a system almost exactly like this. Probably all my work would be to verify any changes in google maps api and refactor the system as you like. I'm not have a module to upload KML or GPX yet. So I'd have to develop it from the scratch. Also, right now, I don't realy know those pattern yet. So I'll have to learn it. That's is why I set the deadline in this manner. I'll not design the layout of the system though.
