454570 customer order management script 2

I want to get a order management system made in PHP using mysql. I want it to have following things : 1) User can login after making successful payment to paypal. The payment will be recurring and will be of 3 different types. It means user will have to pay the fees monthly to be able to login into the system. 2) User could post his requirements (which can be selected from given options and depends upon the payment) and can only be seen by the Admin and the user himself 3) the whole requirement post should be emailed to an email address - Of admin 4) The admin can then post the report which can again be seen by the user and Admin only. 5) The report should be stored in the database so that the user can see it later whenever he wants to 6) A very sleek design. The design should be glossy and appealing. Good design is a must. This is basically what i want. Small details can change but the major part is this only. More details will be provided when work is started. Project budget is $150-$200 and payment will be done through paypal. Fast turnaround time is required (a max of 1 week). I know PHP and mysql myself so I know it won't take much time.
