Service Provider Website

We have 10 service provider websites which we would like to redesign but they will all have the same layout and design so not different to each other. We want to have a custom CMS so that when we update one of the websites all of the other ones get updated at the same time but each website will have its own logo, contact number, etc... (everything below needs to be part of the CMS so that we can update it when needed) We want them to be SEO friendly and needs to be built in PHP and preferably NO htaccess files. We will provide you with all the content and advise you of which section goes where and I will also provide you with sample of what we want the website to look like. The site needs to include a service check where a customer puts their landlines number and it will search if we provide them with the service and based on that it will filter out the plans which are not available for him and only show him the plans that are available. The script that does the service check needs to be hidden or non web accessible so it cant be something like [login to view URL] check or something so it cant be sitting in the root folder or public html. We also need to have contact forms, sign up wizards for all the services we provide which is going to be in the format of first name, last name, address, dob, etc.. then they click on next and select the plan and then next and select the hardware they wish to purchase and so on and so forth. Another thing is to add links for service coverage (which is links for maps and the customer puts the address to see what service they can get) but the link needs to be embedded in the page so we don't want them to go to another link to do the check. We need 5 banners created and they have to be animated as per the sample im going to provide you (not flash); we want that in java script and the banner section will have to rotate between the 5 banners. This is going to be a continuing project and we will probably keep getting the winning lancer to login at least once a month to make sure everything is working and security etc.. is all updated for a set monthly fee (depending on price) but that is after the website is completely done and live.
