Convert true-color bitmap image to good quality 32 x 32 and 16 x 16 icon (*.ico)

We have two 130 x 130 true-color (24-bit) bitmap images, each of which needs to be converted to icon images (*.ico) with sizes 32 x 32 and 16 x 16 and 256 colors. A simple resizing of the image will not work. The original image has shading and other details, which need to be properly handled when resizing. This may involve pixel-by-pixel touch-up of the image. The images should be clean and made to our satisfaction (with unlimited revisions). The bidder must be willing to work with minute details and must be able to provide a good and prompt communication. We will provide 2 BMP images (original) that need to be converted. ## Deliverables 1) Four images (32 x 32 and 16 x 16 for each original) in *.ico (Windows icon) format, along with any intermediate files generated by the authoring software. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). 4) The images should be such that they can be easily imported into Visual Studio 6.0.
