Shoot Videos of Vehicles in Japan with readable Number Plates

We want to collect Videos of Vehicles in Japan with readable Number Plates(number plates should be easily readable by humans from the video frames, when the video is paused. Both number as well as Japanese characters, Kanji and Hiragana, should be easily readable on zooming into image). We are developing Number Plate recognition Software for Japanese number plates and want train our system with these images. Best place to collect videos are on highways, where many cars appear each hour. On a fast highway we can see upto a few thousand vehicles every hour. On a crowded highway we can see 1000-1500 cars per hour. Crowded highways with slow moving traffic has an advantage that its easier to capture sharp images of number plate with less blur. We are willing to pay 6 yen per unique vehicle captured. You will need a good DSLR with ability to capture at a minimum of 2MP resolution video. 4k video capture maybe required too. Having a good zoom lens may also be required to get the settings right. Capture with Digital Still Camera(point and shoot) or good mobile phone may work on slow moving traffic.
