Server running slow, Need process .jar program investigated

My server is running at or above 100% load and at or above 93% memory.
Server specs:
'AMD FX(tm)-8350 Eight-Core Processor', 3999MHz, 4 Core, Sockets: 2
32gb of ram
The culprit is a java program that is supporting the backend and pvp of a mobile game on the app store. This process is using 756% cpu and oddly only 10.9% of memory. I think it is using much more because it has the highest usage of all the processes running on the server.
I need someone to investigate it and give me options to correct it so it will use less resources. We don't have the installs currently on the stores to support such high usage so it doesn't make sense. The only idea we have is that something is wrong with the .jar program itself.
If you can also make the necessary changes that will be good to discuss after finding out the problem. So make your bids to just investigate and provide an explanation.
