Arduino and MySQL

Hi, I have a raspberry pi project run with solar power. It often suffer from corrupt data in local database when voltage get low. I therefore would like to convert it to a Arduino Uno project working with only a remote database. This is what I want: 1. Rfid tag id is read (RS232 serial) 2. If it was more than 15 minutes since tag last activated the relays: read stats data from mysql database and calculate time to activate relay 1 and 2. Activate relays for the calculated time and save data to mysql. Print tag id to serial monitor until a new tag id is read. Else: block Arduino from checking the same tag id in DB for 15 minutes since last relay activation (probably best done in Arduino memory?). Hardware is based on a serial level shifter, an Arduino Uno, a ENC28J60 LAN ethernet module and a relay module. Instructions on how to connect them to work with the code is appreciated. I can send the parts of the RPi Python code that shows the time calculations and what is read and written to DB as well the code reading the data from rfid reader which will make development much faster. The delivery must include all files required for me to get a working copy on my Arduino including all source code so I can do future improvements if needed. Preferably with Arduino IDE, but C/C++ and other (open source or free) IDE/compiler/uploader is fine as long as I get detailed instructions on how to compile and upload to Arduino.
