Write an Android application

I need a Android Tablet app to load candidates and to accept them or reject them. It's a very simple app where the users can have two roles, the ones that load candidates, and the moderator who accept it or rejected. The candidates are for asking a question in a conference to the presenter. So, the people that is loading candidates needs to add the National ID and the Gender to search for the person information. If the person information is not in the database (through webservice), the user needs to input the first name, the last name and the city, if he/she exists, this information will be prepopulated. After that (could be in the same screen) it will be required to input the category of the question and the question itself. The moderator, will see in real time (webservice, like every 5 seconds) the candidates, and will select which one he wants to ask questions, and which ones are not selected. Also he can banned people, so it will be remembered in next conference. When the moderator decide that there is enough questions (needs to see the number of candidates and the amount per each category) can disable the option to the loaders, so they cannot keep addding people. The moderator, will select when a person start talking. The app can be done using IONIC or native android.
