A website for creating opportunities

we are trying to create a page where individuals can sell their skills on hourly/daily etc basis and the website would be like naukri but instead of jobs its the individuals and their skills which will be listed so that the hiring person can check the details, provide the work scope and pay the amount as per work progress and release from the project. And all these will be achieved independent of the physical location of both the sides.
