Elearning center with Avatars in flash needed

hello there we looking to make online e-learning in our website to teach languages from us i will try to let you understand what i want - i want someone to make from 15 to 20 Avatars designs as a first V ( we will add with you more later with another cost ) - i want to make in control panel for every teacher to let him record his voice with his avatar that we give him from our CP - when the teacher record his lessons its listed on his section so if we set any student to his classroom he can see the lessons and can comment it and no one see it but just the teacher and Admin only and can answer it with Option to let the answer privet or local - for every classroom test page that come to all the student to let them answer it with the time set when they open it ( the exam page work when the teacher decide to make for them exam and in this case they cant see the lessons just the exam in this day or in anytime untile the teacher make the lessons on again then no exam will work in this time and ofcourse the exam count his right answers or wrong and give him the final ( total number ) and its record on his page so the teacher can see it later - the teacher can make 4 or 5 classroom for the language for example - first room for basic step so when the students have the exam and sucsess on it they can go to the other step and like that - for every teacher section ( Classroom ) that he can access and see the students and replay anyone looking for help - - the classroom have options like ( understand the lesson - not understand ) and box for type any massage to the teacher to ask him about the lesson - chat room can let the students and teacher can talk live by text or audio talk and all the control on the teacher hand like he make no one talk or he only talk and can let any student cant access the chat - more secure in the lessons so no student can download it direct or from flash get software or any other softwares only if the teacher let them download the lesson they can download the audio not the avatar - language file for the center mean we can change the language for use or make it with multi languages like arab americans people or arab people when arab access the site the site in arabic when the american access the site its in english and like that - easy CP ( Control panel ) for Admin to add teachers and edit and manage everything on the site we looking for someone can make all this in good price
