Picture Puzzle

I want to build a picture puzzle generator for the web. It is a software application that creates a swf puzzle game for the web. The object of the game is to determine the topic of the scrambled photo before the program unscrambles the photo. For every photo identified before it unscrambles the player gets points. The creator of the game uses the application to develop the features of the game. Like: How many photos and their order, identify the correct name of each photo, auto unscramble with timer, player to unscramble manually with or without timer, which level of scramble difficulty for each photo 1-5 levels, hints no hints and what ever else is needed. It is an exe application built in Delphi and using the Delphi-swf-sdk to develop the picture puzzle.
