I have automated projects on excel using Visual Basic and dealt with similar problem statements. I can develop a macro that takes the first two spreadsheets as input and create the output third sheet with the required details of each assembly including the components and their prices. The end user will only have to press a keyboard shortcut to run this automation. It is possible to finish this project in a day.
