Hi! There are several different approaches to manage this task (with transformers or without of it), but all of them are base on creating a constant or regulated (in your case) current source. Actually LEDs are supplied with current and not with voltage (being a semiconductor device), so for dimming the LED you need to change the output current value, and not the voltage drop on it. Even a simple switching power supply could be in role of a LED driver by changing the feedback to 'current' type.
