Hello. I would propose to use ESP8266 WiFi modules. It have a very big range (several houndreds metters), have all benefits of WiFi protocol (automatical selection of channel, encryption etc.) and can be configured for device-to-device communication. Dear Sir. I have done similar project but for drive a thruster for boat, need more security. Use 433Mhz because range. But your project need some "approved " you can sure forget the 433Mhz but power line security +++ I have make board for europe 230V & some for state 240V ( for meter side not house side) It is a clever product I can make both design & production

SSR for 1200w/240VAC arround 100usd USA made, chinese made 25usd. 5-PCB etching 4 layers PCB tooling cost 250usd (each PCB design e.g: Trx has different routing and RX has different routing)+ 1cm² = 1usd ( this depends on final design) estimation arround 12usd per board mass production is less. 6- PCB assembly each PCB has it own stencil frame, tooling cost 140usd+20usd per board. 7- Shipping will be calculated later. 8- Firmware coding arround 20 hours. Project description.. the project was used in metro. which have two side one is transmitter and another is receiver side . at receiver side there id a tractor which pull the train and at receiver side there are three functionality work with train . If there is any functionality of them is working then tractor does not pull the train other wise tractor pull the train..
