I know that the skill set that you requested was for python, which I have some experience in; however, since you are dealing with Excel and you sent an xlsx file, I can actually do this in PowerShell (a Microsoft Windows scripting language) with ease and precision.
I am a government contractor with 10+ years of IT experience. I can provide you my resume if you request it. A task like this is very common in my field and I have had lots of previous tasks dealing with data manipulation, processing and formatting.
When dealing with Excel or Google Sheets, doing a lot of data manipulation can easily become time consuming and difficult, which leads to most likely mistakes occurring. Based on some of your requirements, I would import the file in PowerShell, rearrange the US-based customers first, find all of the unique entries based on the customer/owner's name (this will remove duplicates), populate the fields into the desired template and can send that to back in either a csv, html, however you want it to come back. Down the road, if you wanted me to create a many Windows desktop program to streamline this, we can cross that bridge.
I estimate that I can get this project done between 10-20 hours and if it comes up less then the minimum, I will notify you.
