I need a basic video editing software for windows that can perform basic functions, such as cut, move the pieces around, add intro, remove sound track , add sound track, add effects, export as mp4 etc, something on the lines of the functionality of filmora9. Budget $500. It is necessary that you have some experience creating something similar this is not an easy task, and not something that will fly on the wings of 'confidence' lol. CANNOT USE ANY OUTSIDE DLLS OR COMPONENTS OR APIS, YOU HAVE TO ROLL YOUR OWN. At the end of the project, will need full source code as well as a signed rights paper giving me full rights.
