Video-Embedded XML-Based Flash Generator

I want a program that generates a flash that incorporates a video and several links that can be inputted either via the XML format or simply given as a field before its generation). The flash will always be in the same format (a video on top, two links below the video) I don't care which language the program is written as long as it produces the flash I want. The embedded video should have a similar interface like youtube with the play and pause button and the links below have to look dynamic and professional. Note that this is NOT a project for simply making the flash. It's for a PROGRAM that generates a flash with dynamic content (specified by THREE inputs). Program should run on Windows.
